Analysis identified the seven Democratic votes needed for passage and the make-or-break window before the August 7 recess.

The ethics fight — Democratic demands for provisions targeting Trump's roughly $1.4 billion in crypto-related income last year — hasn't gone away. And cloture alone needs 60 votes, which means those seven senators can't simply be whipped; they have to be convinced.
That's a genuinely hard thing to do in three weeks on a bill most senators haven't read.
