
GENIUS Act Deadline Hits Issuers
The GENIUS Act is reshaping US stablecoin oversight, pushing issuers toward bank-like compliance while regulators and industry players race to meet rolling deadlines.
The GENIUS Act's regulatory deadline is now actively placing stablecoin issuers under a compliance clock, requiring them to obtain formal classification under the new framework. The deadline directly affects major issuers including Circle, whose stock declined 19% after the announcement of the OUSD competing stablecoin-yield product.
GENIUS Act: the front door is still being built
The law is signed. The clock is running. But nobody can actually comply yet, because the rules that define who qualifies don't exist.
The GENIUS Act's own effective date is tied to when regulators finish writing those rules — not to when the law passed. Until Treasury, the OCC, and FinCEN finalise their guidance, a stablecoin issuer can't know whether its reserves are adequate, whether its home state qualifies, or whether a foreign arrangement meets the reciprocity test.
The compliance clock is ticking for issuers. The rulebook clock is ticking for regulators. Those are two different clocks, and right now only one of them is moving.
