OCC Approves Three Crypto Bank Charters in a Day

Verified · 22 Sept 2026Institutional TransitionSep 22, 2026

The OCC granted preliminary conditional national trust bank approvals to Bastion Platforms, Catena Trust Bank and Agora on September 18, per Law360 and the agency's published decisions. Bastion converts a New York trust company into federally supervised white-label stablecoin infrastructure; Agora issues the AUSD stablecoin; Catena is building banking infrastructure for AI agents, including agent identity and spending controls. Coverage noted the pace: roughly 48 charter applications across 2011–2024, against some 40 in the past 18 months. None will carry FDIC insurance.

OCC Charters: the system isn't being disrupted, it's enrolling

For fourteen years, America processed crypto bank applications at about three a year. Most went nowhere. One company — Anchorage — actually finished.

On Friday, the regulator approved three in a single day.

A stablecoin infrastructure firm. A stablecoin issuer. And something without precedent: Catena, a bank whose intended customers are AI agents — software with its own accounts, payment rails, and spending limits, under federal supervision.

Fourteen years produced 48 applications. The last 18 months produced 40.

Everyone is applying to become a bank, and the regulator is saying yes in batches.

Two things follow.

First, the early charters lose their moat. Anchorage spent a decade as the only one. Ripple's approval was an edge. When everyone has a charter, nobody does — the scarcity was the product, and it's repricing toward zero.

Second, notice which direction the door swings. Nothing here lets banks out into crypto. Everything folds crypto into the bank perimeter — issuance, custody, settlement, and now the money AI agents will spend.

The system isn't being disrupted. It's enrolling.

And the newest recruit doesn't even have a pulse.
