Russia's central bank governor stated the digital ruble is ready for widespread use by September 2026. The same central bank separately described stablecoins as only being considered as a supplement for international settlements, and separately announced plans for a 48-hour cooling-off period on crypto transactions.
Digital Ruble: nobody asked for it, but it's coming anyway
Russian citizens, surveyed by a state pollster, said they don't understand why they need a third form of money. The central bank's answer is to pay banks less than a penny per completed transaction to nudge adoption along.
That gap — between a population with no appetite for it and a government mandating it by September 1 — is the whole story of CBDCs in one sentence.
This isn't a currency people chose. It's a currency being built so the state can see every transaction. The public's indifference isn't a launch problem to be solved. It's the point.
